Over €130M allocated to Civil Security for Society
Horizon Europe is the EU's flagship research and innovation programme, running from 2021 to 2027 with a total budget of €93.5 billion. It funds collaborative projects across six thematic clusters, from health and climate to digital industry and civil security. For universities, research institutes, and SMEs, it remains the most significant source of European public R&I funding. And with the 2026–2027 Work Programme now fully adopted, the last major wave of calls is underway.
Within this landscape, Cluster 3 (Civil Security for Society) is one of the most active and often underestimated clusters. With a 2026 call budget of €131 million and a deadline of 5 November 2026, it covers everything from border management and infrastructure resilience to crime prevention and cybersecurity. HORIZON-CL3-2026-01-BM-01 — Advanced Border Surveillance and Situational Awareness
This call funds the development of next-generation detection, search, rescue, and recovery capabilities at land and sea borders, with a specific focus on countering the growing use of unmanned aerial, surface, and underwater vehicles for illicit activities. Projects must be compatible with EUROSUR and align with Frontex priorities.
The scope is intentionally broad (e.g. sensor fusion, AI-driven situational awareness, resilient communication systems) but every technical solution must be paired with fundamental rights safeguards and security requirements, making the consortium design as much a socio-legal challenge as an engineering one.
HORIZON-CL3-2026-01-FCT-06 — Prevention and Mitigation of Misuse of Synthetic Biology for Bioterrorism Purposes
This is the most focused and scientifically specific topic in the call, and one of the highest-stakes. The rapid democratisation of synthetic biology, gene editing, and DIY bio-hacking has opened new threat vectors for non-state actors. Projects must map existing bioterrorism risks, identify regulatory gaps, and develop both expert-laboratory and field-deployable detection technologies for engineered biological agents.
What makes this call unusually demanding is the dual-use governance requirement: the Commission will scrutinise whether the research methods themselves could be exploited, requiring rare expertise at the intersection of biosecurity, molecular biology, ethics, and EU regulatory frameworks.
HORIZON-CL3-2026-01-INFRA-01 — Tools and Processes to Support Stress Tests of Critical Infrastructure
Europe's critical infrastructure (e.g. energy grids, water systems, transport networks, digital backbone) faces growing exposure to cascading and compound threats: cyberattacks combined with physical sabotage, climate extremes amplifying system failures, and geopolitical instability creating new hybrid risk scenarios.
This call specifically funds tools and methodologies that enable operators and authorities to identify technical and operational vulnerabilities before crises occur. Proposals are expected to incorporate simulation and modelling, digital twins, multi-hazard scenario building, and geospatial analytics, while also integrating human factors and coordinating with the European Laboratory for Structural Assessment.
What It Actually Takes to Apply
Understanding what a call is asking for is the easy part. The real difficulty begins when you try to turn a research idea into a competitive Horizon Europe proposal.
There are three systematic obstacles that sink even strong proposals:
Aligning your concept with grant requirements and expected outcomes. Horizon Europe topics are written with extraordinary specificity. A technically excellent project that fails to map its outputs to the Commission's stated objectives will score poorly regardless of scientific merit. Finding the right consortium. Cluster 3 is structurally unusual in that it mandates the involvement of operational practitioners (e.g. law enforcement agencies, civil protection authorities, infrastructure operators, border agencies) not just as end-users but as active project partners with a defined role in mid-term evaluations. Finding and convincing these organisations to join a consortium, negotiate their contribution, and sign partner agreements within the available timeline is a significant task on its own. Add in the need for geographic spread across EU member states, complementary technical competencies, and budget balance, and the consortium building process becomes a months-long undertaking.
Writing a competitive proposal. A winning Horizon Europe proposal must simultaneously demonstrate scientific excellence, technological maturity, operational relevance, impact pathway, project management rigor, and ethics compliance. Evaluation panels expect specific language, trans-section coherency, structured argumentation, and evidence-backed claims. Applicants who underestimate the gap between a well-written research summary and a fundable proposal typically find out only when the rejection letter arrives.
